That means the gauge and the sensor are using different standards (one may be using American standard, 240 ohms at empty, 33 ohms at full; the other may be using European standard, 0 ohm at empty, 190 ohms at full). Hence, they are not compatible. 
Only solution will be to replace either the gauge or the sensor so that both are using same standard.
